regulation of sport fishing operators and sport fishing guides; relating                            
to licensing and registration of sport fishing vessels; authorizing the                             
Department of Fish and Game and the Alaska Commercial Fisheries                                     
Entry Commission to release records and reports to the Department of                                
Natural Resources and the Department of Public Safety; and providing
